Army Investigative Enterprise Solution
Overview

"In response to significant, continuing security clearance timeliness concerns, the United States Congress called for improvements and established specific timeliness goals as part of the Intelligence Reform and Terrorism Prevention Act of 2004 (IRTPA)."

To address these concerns, the Army Investigative Enterprise Solution (AIES) was established to provide a holistic approach to Army personnel security investigations. With the establishment of the Personnel Security Investigation-Center of Excellence (PSI-CoE) and through relationships with recognized security investigation partners such the Office of Personnel Management (OPM) and the Consolidated Adjudication Facility (CAF), AIES has increased the speed, efficiency, and accuracy of Army personnel security investigations. Founded on the proven principles of centralization, specialization, and customer support, AIES has revolutionized the personnel security clearance process for the United States Army.

Stakeholders

Internal and external stakeholders play an integral part in the implementation of AIES.

Requesters:
Requesters refer to Security Managers or Civilian Personnel Advisory Centers (CPACs) submit background investigation requests to the PSI-CoE. (Read more)

Subjects:
Subjects are applicants or incumbents that require a personnel security background investigation. Subjects are responsible for providing complete and accurate information to the PSI-CoE through the online e-QIP form in a timely manner. (Read more)

Personnel Security Investigation-Center of Excellence (PSI-CoE):
The PSI-CoE was established to centralize and streamline the submission of background investigation requests. The PSI-CoE initiates investigations requests, reviews investigation packets, assists subjects through the e-QIP process, and submits standardized investigation packets to the Office of Personnel Management (OPM). Office of Personnel Management (OPM):
As an external stakeholder, the Office of Personnel Management receives completed investigation request packets from the PSI-CoE and conducts the background investigations. (Read more)

Consolidated Adjudication Facility (CAF):
The Consolidated Adjudication Facility receives the Report of Investigation (ROI), from OPM, and uses this to render an adjudicative decision. (Read more)
