PART I
    Section A - Intelligence Specialist Positions

The following information contains the series definition, official titles and career path for the GS-132 Intelligence Specialist which are common to these positions within the Civilian Intelligence Personnel Management System (CIPMS) throughout the Department of Defense.

Series Definition:

This series includes positions concerned with advising on, administering, supervising or performing work in the collection, processing, reporting, analysis, evaluation, interpretation, and dissemination of information and/or products on political, economic, social, cultural, physical, geographic, medical, scientific, or military conditions, trends, and forces in foreign areas which directly or indirectly affect the national security. These positions require a basic knowledge and understanding of one or more of the natural or social sciences, engineering or military science, but do not demand, as a primary qualification requirement, the full academic or other formal qualifications of that science (e.g., to be a fully qualified scientist, engineer, economist, etc.).

Official title:

The official title for nonsupervisory positions is Intelligence Specialist. Positions which meet the definition of supervisor/manager are titled Supervisory Intel1igence Specialist. Parenthetical titles may be used as part of the official title as specified in the appropriate section of Part II.

Career Path:

Positions in this series progress as described in the Professional-Administrative Career Path in the Primary Grading Standard.

    Section B - Series Determination

The following information supplements the above discussion to aid in the series determination and classification of Army positions.

1. General exclusions to the series:

a. Positions requiring as the primary qualification requirement full academic or other formal qualifications of sciences or engineering. Such positions will be classified to the appropriate series such as GS-855 Electronics Engineering Series, GS-1310 Physics Series, etc. (Positions in these series within intelligence production are discussed the Scientific and Technical Intelligence Production AOG.)

b. Positions which require knowledge of the principles, concepts, policies, practices and methods of security administration. Security administration functions covered are automation, disclosure, industrial, information, operations, personnel, physical and technical security. Such positions are classified by application of the AOG for the GS-080 Security Administration Series.

c. Positions which involve administering, managing, supervising, or performing intelligence education or training when the primary requirement of the position is professional or administrative knowledge of, or skills in, education or training processes, and where the primary function or mission of the organization in which the position is located is tied to the intelligence education field. Such positions are classified by application of the AOG for the GS-1701/1712 Intelligence Education and Training Series.

d. Positions performing professional-administrative two-grade interval kinds of work supportive to the intelligence mission (for example: GS-343, GS-560, GS-1040, GS-1102, GS 1410, etc.). Such work is classified in the specific series for the work performed, and evaluated by the appropriate OPM position classification standard.

e. Positions which involve performance of technician work in support of professional -administrative programs. work requires application of a practical knowledge of procedures, techniques, rules and methods of the work supported. These positions typically perform one-grade interval work and are classified in the specialized series that best fits the type of work supported; for example, GS-134, GS-086, and GS-1702 series. Grade level criteria are provided by reference to the OPM position classification standard provided for the series.

f. Positions that involve-performance of clerical work directly in support of an office or program. Such work requires knowledge of office clerical procedures and requirements to process transactions, maintain records, and compile information auxi1iary to the office. These positions perform one-grade interval work and are typically classified in the Secretary (GS-318), Clerk-Typist (GS-322), or other similar series that best provides a recruitment source. The work is evaluated by reference to the OPM position classification standard for series.

g. Positions which serve as student trainees at the pre-professional level are coded to the appropriate GS-XX99 series.

2. Grade Conversion

a. The grade conversion chart on the following page is copied from the Primary Grading Standard for Non Supervisory Positions. It is for use in converting total points to grade levels for positions graded by this guide.

b. The grade band chart following the grade conversion chart illustrates the normal CIPMS grade bands. is copied from AR 690-13, and was used in forming the grade band descriptions in Part II.
