MEMORANDUM FOR ARMY DCIPS CAREERISTS

SUBJECT: Initial Registration for Intelligence Community Assignment Program (ICAP) Equivalent Credit


1. It is envisioned by the year 2002, Intelligence Community Officer (ICO) designation, as inclusive of the Intelligence Community Assignment Program (ICAP), will be a prerequisite for promotion to civilian intelligence, senior executive-level ranks. ICAP, a Congressionally- mandated personnel reform initiative structured to develop future civilian intelligence leaders with demonstrated Community expertise and perspective acquired through working with a variety of issues and customers, is one component of ICO designation. To attain ICO designation, Army careerists must have completed an ICAP rotational tour or equivalent, undergo specified Intelligence Community Officer training, and satisfy Army Civilian Training, Education, & Development System (ACTEDS) Career Program requirements for promotion to executive rank.

2. Headquarters Department of Army, Deputy Chief of Staff (DCS, G-2), Intelligence Personnel Management Office (IPMO), currently is compiling an initial database of personnel who have satisfied ICAP or ICAP-equivalent rotational assignments. It is recognized that many individuals have already fulfilled or are fulfilling an ICAP equivalent assignment. Credit will be given for ICAP equivalent assignments begun on or after 1 October 1986. Individuals who believe they meet the equivalency criteria through either rotational or permanent assignments should submit an application for ICAP-equivalent credit. The criteria and application are attached.

3. In the future, as the ICO designation process further matures, DCS, G-2 will be validating fulfillment of Intelligence Community Officer Training and ACTEDS requirements for ICO designation. That information will be collected via a general announcement similar to this one at the appropriate time.

4. Army careerists should forward ICAP-equivalent applications via electronic mail to the IPMO ICAP POC, at dcips@hqda.army.mil. Army applications validated by the DCS G2 will be forwarded by the IPMO to the ICO Executive Secretariat based on their call for submissions.
