Pursuant to the Department of Defense Personnel Security Program Regulation (DoD 5200.2-R), military personnel, civilians and contractors (who require eligibility for access to Sensitive Compartmented Information (SCI)) of the Department of the Army may appeal a determination by the Central Clearance Facility to deny or revoke their security clearance eligibility.

If the individual chooses the Defense Office of Hearings and Appeals (DOHA) personal appearance appeal option, all of the pertinent documents that formed the basis of the denial/revocation determination will be sent from the CCF to the DOHA, and the personal appearance will be scheduled.

Administrative Judges of the DOHA conduct the personal appearance and issue written recommended decisions to the Army Personnel Security Appeals Board. The DOHA conducts personal appearances in accordance with Appendix N of DoD 5200.2-R.
