HSPD-12 Policy

Homeland Security Presidential Directive-12 (HSPD-12)
  • Identifies population affected (long term physical access/logical access)
  • Establishes the minimum investigative standards
  • Mandates fingerprint matching between CAC and investigation
  • Establishes minimum criteria for CAC credentialing
  • Does not include intermittent / seasonal employees
OPM is the Federal Executive Agent for HSPD-12 (IAW EO 13467)
  • Further defines “logical and physical access” to mean access other than occasional or intermittent access to federally controlled facilities or information systems

Army Directive 2011-08 (May 2011) provides Army guidance and assigns responsibilities for the implementation of HSPD-12.
